Meet Tom Zuppa
Dedicated to Ward C, Committed to Progress
Tom has spent years working alongside the people of his community, not just listening to concerns, but getting the job done by finding solutions and fighting for his neighbors on issues that matter most. Whether as a former prosecutor, fighting for justice for grieving families or standing up to political corruption, or as a civil litigator advocating for his clients, Tom takes on the tough battles. As past President of and leader in the Journal Square Community Association, Tom helped lead the charge on mandatory affordable housing in all new developments in Journal Square, leads neighborhood clean-ups, and advocates for local businesses.
Recognizing that politicians talk without taking real action, Tom started the Tom Zuppa Civic Association, a 501(c)(3) non-profit organization, dedicating to helping the most vulnerable in our City. The Association focuses on senior citizens, families, and children in need, by providing pro bono legal assistance, connecting residents with services, and assisting with locating housing.
Tom has always been a hands-on leader who gets things done. He knows that Ward C is more than a district; it’s a place filled with hardworking families who want a better future for their children, local businesses dedicating to thriving in the neighborhood, and a rich history worth protecting. A lawyer, community advocate, husband, and dog dad, Tom is ready to work every day to make Ward C a safer, stronger, and more connected community for his family, and yours, from Journal Square to Marion, and the Hilltop to the Heights.

Tom’s Journey
From Neighbor to Leader: A Commitment to Ward C
Tom’s journey in public service began not in politics, but at the courthouse steps, where he served as a Hudson County Assistant Prosecutor for four years, prosecuting violent crimes and public corruption. After moving on to private practice, Tom was a neighbor on a mission to make a difference. From attending local meetings from Journal Square to the Heights, to becoming President of the Journal Square Community Association, Tom’s advocacy has made him a trusted voice in the community.
As someone whose family ties in Jersey City date back to the early 20th century, Tom understands the struggles families face, from rising costs of living to transportation challenges. His leadership is built on action, whether its working with small businesses to cut through red tape or literally rolling up his sleeves and cleaning up our streets.
Tom is bringing the same energy and dedication to our residents that have defined his years of service. His campaign is about looking forward, not backward, and putting people over politics, to create lasting change for Ward C.
